This is Piedmont clay, not a sandy Tidewater lot. Water sits. A well without a working drain, or a cover that funnels leaves into that drain, is how a finished basement gets a wet sill. The cover is one piece. Grade away from the wall is another. We only refer the cover (or a well-and-cover job). We do not regrade the yard.
